The Lisbon Council and International Data Corporation (IDC) publish the Final Report on Policy Conclusions: Moving Towards the European Data-Agile Economy. As part of an ongoing, multi-year investigation into the evolving dynamics of European Union data markets, the study offers a thorough update on the value of the data economy for the European Union and presents the innovative European Data Market Monitoring Tool, which has been updated to cover the years 2017-2019 and the potential development paths of the EU27 Data Market and Data Economy to 2025. The report analyses the role of policies in shaping the scenarios, highlighting the potential impact of the Digital Single Market Strategy.

The report was finalised in February 2020 when the COVID-19 pandemic started its rampage across the globe, with unprecedented impacts on the European economy as well as the technology market. Therefore, an additional post-Covid-impact scenario with estimates on the likely Data Market and Data Economy was also included, considering the decline in 2020 and potential rebound and impacts on the 2025 scenarios for the EU27. However, these estimates should be taken with caution because of the extremely high level of uncertainty about the current damages to the economy and the potential recovery paths.
